Minister of Foreign Affairs and Cooperation, H.E. Bendito dos Santos Freitas, delivered the High-Level Address at the 4th ASEAN Consultation on the Human Right to Development, jointly led by AICHR Malaysia and Timor-Leste.
The Consultation marks the first AICHR event hosted in Timor-Leste since becoming ASEAN’s 11th Member State, underscoring the country’s commitment to contributing actively and constructively to ASEAN Community-building.
Minister Bendito highlighted the 2025 ASEAN Declaration on Promoting the Right to Development and the Right to Peace, calling for regional commitments to be translated into concrete policies, practical cooperation and measurable results.
Minister Bendito reaffirmed that ASEAN’s progress must ultimately be measured by its impact on people — expanding opportunities, narrowing development gaps, protecting human dignity and ensuring that the benefits of regional integration are shared by all.
