The ASEAN Intergovernmental Commission on Human Rights (AICHR) held its fourth special meeting of 2025 in Melaka from Nov. 10–14, bringing together representatives from across the region to discuss human rights priorities and emerging challenges. The talks were chaired by Malaysia’s Edmund Bon Tai Soon in his role as AICHR’s rotating chair.

Cambodia’s delegation was led by Seang Chenda of the Cambodian Human Rights Committee (CHRC), under the mandate of CHRC chair Keo Remy. Officials from all ASEAN member states and the ASEAN Secretariat joined the weeklong meeting.

Delegates reviewed AICHR programs on child protection, disability rights, business and human rights, environmental governance, freedom of expression and health. Several documents aimed at strengthening the body’s institutional effectiveness were adopted.

Cambodia raised an incident involving Thai security forces near the border on Nov. 12, saying Thai soldiers opened fire on Cambodian civilians in Banteay Meanchey province. Phnom Penh reported one civilian killed, three injured and the evacuation of more than 300 families.

Seang Chenda condemned what Cambodia described as “unprovoked attacks,” citing international law and the Kuala Lumpur Joint Statement of Oct. 26. Cambodia urged partners to press for an independent investigation and compensation.

The government also reiterated its call for the release of 18 Cambodian soldiers detained by Thai forces, saying they have been held for 108 days despite a ceasefire agreement that took effect July 28. Cambodia said the issue should be resolved peacefully under international law and bilateral commitments, adding it does not deploy new landmines.

AICHR also held virtual discussions with the UN human rights office and the Asia Dialogue on Forced Migration. Cambodia noted it has hosted an OHCHR country office since 1993 and expects collaboration to continue.
